Metro Train Crash Due To Obsolete Control Technology?

Washington DC. It appears that there may be superior technology available which could both improve reliability of train sensing (automatic train protection), potentially preventing catastrophic accidents such as the recent Metro train crash, AND save the transit system money on maintenance costs.
